Lazaar was born on Draenor under a different name. He was grudgingly raised by relatives after his mother died and father remained completely absent from the picture. After failing miserably to amount to anything else, he became a Peacekeeper. It didn't take long for him to end up on the Kamil te Kar's payroll; he bartered his services as a crooked cop for an arranged marriage to a woman he admired (the feelings were, sadly, not mutual). When orcish aggressions began to escalate, Lazaar helped the Kamil flee the city with his pregnant wife. He remained behind, only surviving the siege after being enclosed by rubble in a lesser temple of the Lower City. With little else to do, he helped bury the dead and begin rebuilding.
A series of unfortunate events and more unfortunate choices left Lazaar's corpse lying around free for the resurrecting. He committed the atrocities one would expect in the Lich King's service, and booked it as soon as he had free will again. He was soon back to making poor decisions, including falling in with the newly formed Azerothian chapter of the Kamil te Kar.
Lazaar ascended the ranks to "underboss," although nobody could tell you how or why, as his only valuable contributions to the crime syndicate included putting a ghoul finger in his mouth, failing at arguments, grumbling, and occasionally punching people. Later he maintained his title by sleeping with the new boss, an unapologetic necrophiliac. (Gross.)
All the while, he did some serious and meaningful soul-searching in the Outlands and attempted to find the wife (and child?) he lost so many years ago.
